Yes there will be a loan fee, there will be both a smaller fee for the loan, and a larger obligation to be paid in the summer.

What Ao says above aligns with what I have heard so I think there is truth there, however, negotiations can be a long way from getting any actual agreements and it may depend on someone leaving (Piroe, Gnonto? ) .
