Feath 2 factors. 1. Bailly got a lot of the ball. 2. His contact was closer to the ground than Cooper's challenge which was higher off the ground and therefore correctly deemed more dangerous.

Correct reasoning George no penalty Bailly. Cooper got ALL the ball, should have been no penalty either, but shirt probably a factor, and city guy maybe overplayed injury.
