Clubs promoted to the Premier League who have not met fair play guidelines will be subject to a specially implemented tax, under new rules released by the Football League on Wednesday.

From the beginning of next season, clubs in the Championship, League One and League Two will adopt a fresh financial fair play model based on Uefa guidelines.

Under the rules, clubs will be required to provide accounts to the Football League by 1 December each year highlighting whether they have stayed within limits on loss-making and shareholder equity investment.

Championship clubs will see permitted losses drop from an acceptable deviation of £4m in 2011-12 to £2m by 2015-16. The permitted level of shareholder equity investment will reduce from £8m for 2011-12 to £3m by 2015-16.

Sanctions for failure to meet these guidelines depend on whether the club was promoted, remained in the Championship or was relegated.

In the case of promotion, the club would have to pay a "Fair Play Tax" on the excess by which they failed to fulfil the fair play requirement, ranging from 1% on the first £100,000 to 100% on anything over £10m.

Any proceeds will be distributed equally among those clubs who complied with the regulations for the season in question. Clubs failing to meet the criteria but who remain in the Championship will be subject to a transfer embargo. Any side relegated from the Premier League will not be subject to sanctions in their first season in the Championship, as long as they have met their financial obligations under Premier League regulations.

The Football League has stressed, though, that clubs will not be subject to sanctions until the reporting period of season 2013-14 in order to give them a spell of "transition".

Greg Clarke, the chairman of the Football League, said: "On the pitch we have three exciting, competitive divisions with crowds at their highest levels for 50 years. But that success isn't necessarily being reflected on our clubs' balance sheets and we have to remedy that situation or face an uncertain future.

"I'd like to commend the Championship clubs for the courageous decision they have taken today. It means that for the first time, all 72 Football League clubs have agreed to take concerted action towards controlling their financial destiny.

"Whilst we cannot promise that these rules will deliver results overnight, they will begin to lay the foundations for a league of financially self-sustaining football clubs."

So basically if you get taken over by a nice, rich spendy type you can still pay out as much as you want and make a loss, but if you do and get promoted you pay a portion of that to the other championship teams. You spend a lot and it works you are still quids in as a club, you spend a lot and it doesn't work you're prevented from trying again the next season with an embargo.

We have already signed 3 players which will be announced on 1st July, I know this for a fact due to my connections within the club. I think come the 8th July Neil will have 90 percent of his signings in place and the fans who have to date been to say the least negative will have something to look forward to come August.

Milky we have as you have rightly pointed out announced one signing, Jason Pearce this was to show the quality of signing that is coming into the squad and has stated Neils intentions of signing quality players. A lot of the players we have been linked to we actually have no interest in speaking with in the slightest. Joel Ward was never going to happen as we made an initial enquiry and decided not to pursue our interest as their are better options that we are looking at and are close to finalising. For me to give you contacts would be foolish, only time will tell if what I am saying is true, I think you will find that I am more than credible as you will see in the coming weeks.

In regards to the takeover, things are being kept very close to the boards chest. All I know is there are two parties that the club has been speaking with. One in regards to a major investment with the view to full takeover, which I think will definitely happen should we be successful this coming season in gaining promotion.

Kenny will sign and Diouf I believe is one of the three. His wage is less than what he was on at Doncaster and they are paying him until the end of the month. He will be on 10k per week plus goal bonus and significant bonus should we be promoted.

I was at a function last night at Elland Road and I heard from a source that the American consortium have walked away because Ken Bates wouldn't agree to due diligence.

In all fairness when you think about it, it makes sense ! Bates wouldn't want any Tom dick or Harry looking at his off shore dealings?

A friend of mine works for the Volkswagen garage in Leeds and Lloyd Sam took his VW Scirocco in for a service a few month back (just after he got released) He told him that a few of the players who are still at Leeds and in their plans for next season mentioned to him that Neil Warnock has been promissed a big transfer kitty this summer and that the rumours about a takeover a true and the club will be under new ownership before the season starts in August. Apparantly no transfers will be made until after the EURO's have finished as he is looking at a couple of players in the tournament.

I believe this rumour, I reckon that Keith Andrews will be one on the radar. Has played well for Ireland and would love to see him wearing the Leeds shirt next season. Can't really think of too many people playing in the Euro's that would be serious targets for us as most play at high levels in England, Spain, Italy and Germany. Will be interesting to see what happens in July though as it looks like we aren't going to have too much to shout about in June other than England scraping through to the next stage and getting battered by Spain.

Warnock could only realistically be looking at someone from the Ireland team. Surely the best time to approach any targets would be before the tournament as their price tag can only increase in value if they play well.

I've got a reliable source within Leeds and he is very rarely wrong, apparently when the take over goes through NW will get between 10-12m to buy players, he also said that a couple of players they are looking at are Driver from Hearts, montgomery From Sheffield Utd and killgallon. {Ed013's Note - Well they are wrong because you can only have 6 million put into the club for transfers}

Sorry Ed, you are wrong. One individual can only invest £6M in the team, but club revenue can be invested as required. This is how Man City will get around the new European rules as they have had the money from the naming rights of The Etihad Stadium (over £400M I believe) to spend as it is on the balance sheet as revenue not investment. Phatphil {Ed013's Note - The Premier League is exempt from the new rules. Championship and below can only use 6 million of a Chairmen/investors money plus any profits made as part of the fair play rules. Each season it will get lower and lower. I am however not naive enough to know that there will be back handers and other dodgy dealings to bypass these rules etc}

Where have you got this magical 6 million from Ed? We will have the transfer fees from players leaving the club which will come to around the 4m mark plus profits plus your figure of 6 million. If the investors are serious about taking us up I am positive that they will invest heavily and risk getting the fine applied at the end of the season. Promotion is going to be worth in excess of 70 million nextvseason so a small fine is worth taking the chance do you not think? {Ed013's Note - I have already explained above^. From the document that I read, I am sure if you are found breaking the rules it is points deduction and a big fine. Due to it being fair play rules to give everyone a chance, they will make an example of anyone that breaks them}

It is most definitely a fine from my understanding but the golden ticket back to the premier league is worth the risk of a small fine in comparison. A points deduction is far more unlikely and should the club win promotion this would then become impossible to implement. I think worst case if we remained in the championship the following season we would end up with a 4 point deduction. The issue is more related to wages against turnover under the new fair play rules. This would be where we would get seriously reprimanded if say our wages bill went over 60 percent of the revenues of the club.

Ed I think you are right to an extent but I understood it to be you cant lose a certain amount so if you sold the naming rights and then put money into investing in players then if naming rights is 5m say and you buy Thorp Arch and Elland Road as part of the deal you have 2m less going out in rent so that plus the 5m and 6m for players means around 13m? just an example and that doesnt take account of money for sales of players. I also cant understand why people keep saying we are getting taken over then worry about plays like montgomerie and players we are missing out on because surely we will be eating at a resteraunt and not mac D? {Ed013's Note - There will be some floors in it mate, I will have another look at it next week}

I thought that the £6m figure was merely the limit to the amount that the owner could invest. That surely means that as long as the rest of the money comes from within the club's own finances, then you can spend as much as you want? {Ed013's Note - Thats correct as far as I know}

This 'fair play' thing is good news for Leeds! The higher your gate receipts, the more you get to spend on players. It basically means football is now, completely a numbers game. Once Ken goes and we get someone with the clubs interests at heart there's only one way from there...

I have heard from a reliable source that Leeds will not sign anyone until the take over deal has been completed on the 1st July, first signing set to be the QPR number 1 Paddy Kenny.
